Chapter 17 – Trade Waste – Extension of time for consultation – submissions now close 29 March 2010

The Council at its meeting on 17 December 2009 resolved to adopt under section 148 and 158 of the Local Government Act 2002 a reviewed Chapter 17 – Trade Waste of its General Bylaw 1998

The purpose of Chapter 17 is to control and monitor liquid trade waste discharges into public wastewater and stormwater systems in order to protect these assets and the environment.

Proposed amendments to Chapter 17 include:

  • Alterations and additions to several definitions and wording to align the bylaw with the NZ Standard Trade Waste Bylaw 2004;
  • Additions to the indicative schedules of business categories generating trade wastes;
  • The inclusion of rules to manage ‘tankered wastes’ from septic tanks;
  • Introducing an alternative assessment of trade wastes enabling Watercare Services Ltd (WSL) to apply its charging regime across those parts of the district which may discharge into WSL systems;
  • Easing of allowable residual levels of mercury, the removal of aluminum and the addition of certain others to the schedule of controlled substances.

The Council’s Statement of Proposal to review and amend Chapter 17 – Trade Wastes may be inspected at all Council Offices and libraries during normal working hours or on the Council’s website under Bylaws.

Submissions on the reviewed amended bylaw are invited, to be received by the Council no later than 4pm Monday, 29 March 2010. Submission forms may be obtained from the above locations and should be delivered to any Council Office, posted to: Strategy & Policy Administration Coordinator, Rodney District Council, Private Bag 500, OREWA. All submissions will be acknowledged. Persons making submissions who wish to be heard by the Council will have the opportunity to do so. Submissions will be heard in the Council Chamber, Centreway Road, Orewa and public notice will be given of the hearing date.
