The Rodney District Council has prepared the above Variation to the Rodney District Proposed District Plan 2000 (the proposal):
Explanation
This Proposed Variation introduces a new Special 33 (Orewa West) Zone.
The Special 33 Zone applies to the majority of the Orewa West area bounded by Orewa Estuary to the south; the western portion of the land between Sunnyheights Road and the Nukumea Stream to the north; State Highway 1 to the west; and the established Orewa urban area to the east. The land at present is predominantly farmland and native bush.
The key element of the Special Zone is the Garden Residential Policy Area. This enables a range of residential densities in a flexible arrangement, guided by clear and strong assessment criteria.
Development is to be managed on the basis of a number of precincts for which development has to be planned in an integrated way. A Local Shops Policy Area is also identified.
Part of the structure plan area immediately west of Maire Road is proposed to be zoned Medium Intensity Residential controlled by the existing rules in the District Plan.
The proposal may be inspected at Council’s offices at 50 Centreway Road, Orewa, Baxter Street, Warkworth; State Highway 16, Huapai; and Commercial Road, Helensville, and all Rodney District Council Public libraries; at any time when the above places are open to the public, as
well as on
Council’s website.

Any person may make a submission on the proposal. You may do so by sending a written submission to: Rodney District Council, Private Bag 500, OREWA, Attention: Environmental Policy and Planning. The submission must be on Form 5 and must state whether or not you wish to be heard on your submission. Copies of this form are available from the Council offices listed above and on
Council’s website. Submissions close on Friday 23 July 2010.
The process for public participation in the consideration of the proposal under the Act is as follows:
• After the closing date for submission, Rodney District Council must prepare a summary of the decisions requested in submissions and this summary must be publicly notified
• There must be an opportunity to make a further submission in support of, or in opposition to, the submissions already made
• If a person making a submission asks to be heard in support of his or her submission, a hearing must be held
• Rodney District Council must give its decision on the proposal (including its reasons for accepting or rejecting submissions)
• Any person who has made a submission has the right to appeal the decision on the proposal to the Environment Court.
