Summary of Information
This is a Summary of Information as required by Section 83(1) (a) (ii) of the Local Government Act 2002 [the Act], accompanying the Rodney District Council’s Statement of Proposal to:
Make a new Chapter 25 – Parking and Traffic Control and as a consequence revoke certain parts of Chapter 8 – Public Places and Chapter 9 – Road Traffic and Numbering of Premises.
At its meeting on 14 April 2009 the Council resolved to take the foregoing actions and the Statement of Proposal and Summary of Information are now notified under section 83 of the Act.
Chapter 25 – Parking and Traffic Control and amendments to Chapter – Public Places and 9 – Road Traffic and Numbering of Premises in this Summary of Information are made by the Rodney District Council pursuant to the powers contained in Sections 145 and 146 of the Act and Section 72 – Transport Act 1962.
1. Reasons for the Proposal
Because of increased development, population and traffic volumes, the towncentres of Orewa and Warkworth are congested at peak business hours with car parking becoming difficult to find. This has an adverse impact on the ease and timeliness with which people can shop and consequentially impacts on local businesses. Projections show that the situation will become worse over time.
The need for extensive on and off street parking areas impacts on the design and arrangement of town centres and affects their attractiveness and ability to be used by the public.
To relieve this situation and as part of an overall review of parking enforcement measures the Council is introducing a new Bylaw which, among other matters, will enable it to make parking charges on certain streets and public places in specified Town Centres. This will increase vehicle turn over allow more ready access to shops and benefit shoppers and businesses alike.
The ‘user pays’ philosophy will also assist with parking provision and enforcement costs now and in the future.
For efficiency and ease of reference the new Chapter 25 – Parking and Traffic Control Bylaw consolidates all current local traffic management laws into one bylaw with consequential revocations to certain clauses and sections of two Chapters of General Bylaw 1998 which have been transferred to Chapter 25.
2. Place for Inspection and obtaining copies
The Council’s Statement of Proposal to make a new Chapter 25 – Parking and Traffic Control of General Bylaw 1998, may be inspected at all Rodney District Council offices and libraries during normal working hours and viewed online by clicking here.

3. Period for submissions to be made
Submissions may be made on the Statement of Proposal and these should be received by the Council by no later than 4.00 pm on Monday 18 May 2009.

4. Hearing of submissions
All submissions will be acknowledged. Persons making submissions and wishing to be heard by the Council, will have the opportunity to do so.
Submissions will be heard in the Council Chambers, 50 Centreway Road, Orewa, during June 2009. Public notice will be given of the hearing date.
