This change resulted from the Council reviewing its policies and rules relating to the rural parts of Rodney, as part of the District Plan Review Programme. The main reasons for the revision of the existing provisions were:
The Resource Management Act 1991, introduced on 1 October 1991 made major changes in the Council's responsibilities for resource management. The existing Rural Settlement, Rural and Rural Conservation zones have been developed under the previous Town and Country Planning Act, which had different principles than the more recent Resource Management Act 1991.
The strategic directions developed under the District Development Strategy needed to be implemented so as to facilitate development along the general path identified in the Strategy.
The proposed Auckland Regional Policy Statement had provided a series of policy directions for managing the rural area, which needed to be implemented.
A perception by the Council based on monitoring of current policies, and the public generally, that a number of current policies and controls for the rural area were sometimes inappropriate to the needs of the community.
