Introduction
The Kumeu-Kaipara River system runs for approximately 65 km from the Waitakere Ranges to the Kaipara Harbour near Helensville. Upstream of Waimauku the river is known as the Kumeu River, while downstream its name changes to the Kaipara River.
The 267 km2 catchment comprises mostly rural land-use (predominantly pastoral farming), with some plantation forest, horticulture, and increasingly, lifestyle blocks. The townships of Waitakere, Taupaki, Kumeu/Huapai, Waimauku and Helensville occupy only a minor part of the catchment, however parts of some townships are flood prone and their hydrologic impact is potentially more significant, particularly in view of the urban growth pressure that is occurring.
While approximately 95% of the catchment lies within Rodney District, the catchment headwaters, including Waitakere township, lie within the jurisdiction of Waitakere City. In order to deal with the catchment comprehensively, this Integrated Catchment Management Plan (ICMP) has been prepared by Rodney District Council, with input from Waitakere City Council.
This ICMP includes rural areas and generally focuses on the catchment area upstream of Mill Rd, Helensville. Separate ICMPs have been prepared covering Parakai, Helensville and the Awaroa Valley. The hydraulic modelling has extended through these catchments and into the harbour.
The Purpose of this Plan
This Catchment Management Plan reviews stormwater values and issues, with reference to local and regional policies and relevant RDC planning documents, to assist in the identification of current stormwater-related problems and flood hazard areas. It then proposes methods/options for addressing these issues by identifying appropriate objectives for future stormwater management within the Kumeu/Kaipara River catchment, and in some cases development rules and packages of physical works for mitigating specific problems.
This Catchment Management Plan document forms the basis of a network discharge consent application for the existing and proposed stormwater network in the Kumeu- Huapai township area.
