Public consultation is currently being undertaken on a review of Rodney District Council’s Trade and Waste Bylaw.
Summary of the key changes to the bylaw
The Council is aware of instances where the discharge of trade waste to the Council’s wastewater systems has or can damage those systems.
The operation of the bylaw over the past five years has shown it to be an effective and acceptable means to protect its wastewater and stormwater systems from inappropriate and potentially damaging discharges of trade waste.
Key changes proposed are:
- Clarification of relationship with other Acts and definition of area[geographic];
- Update of 10 key definitions against NZ Std 2004;
- Inclusion of new trades and clarification that listed trade activities are not exhaustive;
- Specify accidents and reporting and include infringement offences otherwise not eligible to be used;
- Include a section to manage ‘tankered wastes’;
- Requirement for the dechlorination of potable water before discharge into the wastewater network;
- Decision review, appeal to the Council to be final;
- Various wording clarification and numbering corrections and to make forms ‘pro forma’;
- Increase mercury levels to an achievable limit for dentists, without adverse effect and the removal of aluminium from the list of controlled substances;
- Remove outdated charging levels and enable charging on a catchment or other basis.
- Provide for Watercare Services Ltd., [WSL] charging regime to apply where wastewater is discharged into WSL networks.

All submissions will be acknowledged and people making submissions who wish to be heard by the Council will have the opportunity to do so. Submissions will be heard in the Council Chamber, Centreway Road, Orewa and public notice will be given of the hearing date.
Existing Trade Waste Bylaw
This Bylaw regulates the discharge of trade waste to a sewerage system or stormwater system operated by the Rodney District Council.
