The Harbourmaster is responsible for the management of over 1000 swing and pile mooring sites on our districts eastern coastline. The Auckland Regional Plan: Coastal identifies designated Mooring Management Areas and limits the number of moorings in each MMA. Individual mooring sites are licenced by the Harbourmaster through the Navigational Safety Bylaw.
Rodney District Council grants annual licences to boat owners allowing occupancy of certain areas of the coastline for mooring of a vessel.

The following rules apply to moorings in the Rodney District;
- you must obtain a licence from the Harbourmaster before occupying any mooring site
- you may not allow anyone else to occupy your mooring site unless authorised to do so by the Harbourmaster. This includes subleasing your mooring site
- you must not occupy anyone else’s mooring unless you have permission to do so
- you must notify the Harbourmaster in writing if you change your vessel; if you are not going to occupy your mooring site for 6 months or longer; or if you wish to relinquish your mooring site
- you must maintain your mooring hardware in good condition including a lift and service every 2 years by an approved contractor, and also regular checks by yourself. The most common cause of mooring failure is lack of maintenance.

Allocation and management of moorings
- Mooring sites are the property of Council and cannot be sold.
- When a mooring site is allocated, the mooring holder supplies his own tackle to the specification required.
- Due to high demand for moorings, the mooring must be used on a regular basis. If a site is not used for 6 months or more, the licence could be revoked. Written notification is sent out prior to the licence being revoked.
Transfer of mooring sites
The Harbourmaster’s approval is required for the transfer of a mooring site. Transfers will only be approved where there is not a waiting list.
Any mooring hardware being purchased as a result of a transfer must be beached for inspection so that an assessment and repairs can be done before being re-sited by the Harbourmaster.

Cancellation of mooring site licences
If you wish to cancel your mooring license, return your invoice with written notification on the invoice that you wish to cancel the licence.
The mooring licensee is responsible for the removal of the mooring hardware.

These annual fees do not include any Resource Rental which may be levied by Central Government or Regional Council for occupancy of the Coastal Marine Area.
