Property And Rates Information

The Council has adopted a suite of measures aimed at making your rates, fairer, more equitable and, in some cases, more economical. They include:

  • A uniform Annual General Charge
  • The introduction of Volumetric Charging for wastewater
  • New targeted rates to ensure special—local—needs are catered to
  • Uniform Target Rate now identified for Auckland Region Amenities and Museums
  • A single financial district to ensure consistency throughout the Rodney
  • The move from Land Value assessments to Capital Value assessments

Rates Assessment Definitions

Activities funded by Rates
Not all these rates are levied on all properties. Whether they apply to you depends on the use to which your property is put and the location and the services provided or available.

General Rate
To fund libraries, reserves/public conveniences, foreshores/waterways, community centres/public halls and leisure centres so far as they are not funded from other charges, refuse collection from public reserves and street litter bins and the cost of monitoring the overall rubbish collection activity and any refuse costs not covered by way of user charges.

Also a portion (see also Uniform Civic Leadership Charge) of democratic processes and district development costs, including forward planning, tourism and economic development; civil defence; general council management; environmental and regulatory management (including building control, health & licensing and resource management) in so far as not covered by user charges.

  • Uniform Annual General Charge -  A fixed portion of the General Rate
  • Uniform Civic Leadership Charge – to fund a portion (see also General Rate) of democratic processes and other district development costs.
  • Uniform Leisure Centre Charge – to fund leisure centre operations not covered by fees. Applies in Hibiscus Coast area only.
  • Uniform Auckland Regional Amenities and Museums Charge – to fund regional amenities as required by the Auckland Regional Amenities Funding Act 2008, and the Auckland War Memorial Museum and MOTAT.
  • Transport Differential Rate – to fund Roading costs.
  • Stormwater Differential Rate – to fund Stormwater costs.
  • Wastewater Utility Property Charge –depreciation and interest costs related to sewerage works in the relevant area.
  • Wastewater Volumetric Charge – Refer to separate advice for details of this charge which will be invoiced along with water charges.
  • Water Supply Utility Property Charge –depreciation and interest costs related to waterworks in the relevant area.
  • Water Charge per Kilolitre – to fund the operational costs of the waterworks in the relevant area. Separate invoices will be issued 6 monthly.
  • Araparera Forestry Rate – to fund the Council’s share of the Joint Venture Costs of managing the Araparera Forest. Council’s share of the profits when the trees are harvested will be used in the rateable area.
  • Orewa Business Improvement District Rate – to fund mainstreet projects in Orewa in consultation with Destination Orewa.
  • Fairhaven Walk Special Rate – to fund the construction of a road that will give access to properties in Fairhaven Walk.
  • Point Wells Pressure Wastewater Collection (PWC) Rate – to provide financial assistance for the connection of certain Point Wells properties to the PWC system.
  • Jackson Crescent Wastewater Connection Rate – to provide financial assistance for the connection of certain Jackson Crescent properties to a Council wastewater scheme.
  • Glorit Flood Gate Restoration Rate – to provide financial assistance to certain Glorit properties for the restoration of flood gates protecting those properties.

Separate Parts
Council defines a separately used or inhabited part of a rating unit as “any part of a rating unit used or inhabited by the ratepayer, or by any other person having a right to use or inhabit that part by virtue of a tenancy, lease, license or other agreement.”

Access to Ratepayer Names and Postal Addresses
Names and addresses of ratepayers are not publicly-available to customers on the rating information database (RID).

However internally within the Council, staff can access names and addresses of ratepayers through the Complete Rating Information Database (CRID).  Every ratepayer has the right to request that this information be withheld, but this request must be in writing.

Ratepayers wishing to arrange that their names and/or postal addresses be withheld should write to the Council Rates Department at Rodney District Council, Private Bag 500, Orewa 0946.

Your written notification will ensure your name and/or postal address details are excluded from the publicly accessible RID of the Rodney District Council.

Please do not insert this advice in the reusable envelope with rates payments. These are sent direct to the bank processing centre and we may not receive your request.
