Introduction

Arts Facilitation is a relatively new function for the Council, but it is one that responds to the lead our communities gave us in Vision Rodney.

In Vision Rodney you told us you wanted thriving towns and villages that are beautiful and work well. We think we can help deliver on this vision by facilitating opportunities for arts in our communities.

Arts facilitation is being undertaken to help make our built environments attractive and somewhere to be proud of, and to acknowledge, encourage and grow the creative arts in our communities.

This strategy aims to support new and established local artists, develop new opportunities for artistic expression, and to increase the enjoyment of and participation in the arts across all sectors of the Rodney community. It also aspires to promote the communities of Rodney as cultural destinations.

It is intended that the Strategy will reviewed on a five-yearly basis.

Principle 1

The arts are important to the way we see ourselves. Rodney District Council is committed to supporting creative endeavours that generate a sense of community identity throughout the District.

Actions include:

  • That a commitment be provided in all major development projects for funding to be allocated for Arts enhancement, appropriate to the project, size and structure.
     
  • That the inclusion of a ‘creative arts component’ to reflect the uniqueness of the local community be integral to the planning and development of Rodney District Council amenities and facilities and all public open spaces, where appropriate.
     
  • That opportunities for the provision of arts 'incentives' be investigated in the current District Planning documents and be actively pursued in future plans.
     
  • That art works to enhance selected major development projects be commissioned and a robust acquisitions procedure be developed to assist this process.
     
  • That decision making for all community art initiatives be developed in consultation with the affected community, but made subject to any project specific requirements.
     
  • That the money earned as interest from the Auckland Regional Services Trust (ARST) fund continue to be made available for the provision of 'regionally significant' arts projects by the regularly advertising for applications which shall be submitted to the Council for assessment.
     
  • That the establishment of a Sculpture Trust for the development of major public artworks in the Rodney District be investigated.
     
  • That the District’s art collection be expanded by a process of selected acquisition of work by local artists.

Principle 2

That providing opportunities for participation in and enjoyment of all arts forms is desirable for healthy communities.

Actions include

  • That a register of potential sponsors of major arts-focused community festivals and events be established and maintained for future arts initiatives.
     
  • That opportunities which engage and encourage youth in arts activities be investigated.
     
  • That opportunities to promote the literary arts within the District and support local and visiting writers to link Rodney District to the national literary network be investigated, in conjunction with the Manager Libraries.
     
  • That the Council continue to work closely with the Community Arts Councils of the District and acknowledge their significance and the valuable role they play in supporting and promoting the arts throughout the District.
     
  • That the Council work together with the other local authorities, central Government and other organisations to identify and promote arts opportunities in and around the region.
     
  • That the Council identify and seek additional funding sources fro creative activity in the District.

Principle 3

Maori arts and culture make a significant and unique contribution to the District.

Actions include

  • That the Arts Advisor work with local iwi to investigate how best to celebrate Maori art and creative expression and support the aims and objectives of the Arts Strategy.

Principle 4

The growth of the creative sector will enhance the well-being of the District.

Actions include

  • That, where appropriate, corporate or council gifts to visitors or others receiving tribute, be the work of local artists.
     
  • That private and commercial support of local arts opportunities in the District be actively promoted and encouraged.
     
  • That information on arts events provided to the Arts Advisor be added to the Rodney District Council website.
     
  • That the Arts be integrated into the draft Tourism Strategy and the future roll out of this Strategy, and into other tourism facilitation initiatives as appropriate.
     
  • That the Council work with the Rodney Economic Development Trust and other relevant parties to provide business advice for small arts businesses, where appropriate.
