There are two main types of rates. In the Rodney District the following apply.
General rate
Applies to all rating units. This rate is charged at a
rate in the dollar of land value. Different rates apply depending on land use
and location.
Targeted rates
These are to fund specific activities or groups of
activities. Some targeted rates are charged at a rate in the dollar of land
value. Different rates may apply depending on land use and location. Some
targeted rates are charges at a fixed dollar rate (known as uniform targeted
rates) per rating unit, or separately used or inhabited part of a rating unit.
Water rates are a special type of targeted rate. Water rates are charged per
kilolitre of water consumed.
The Council levies the following rates for the purposes stated:
General Rate: The general rate is obtained from a rate-in-the-dollar charge based on land value. The general rate income is used to fund the following activities:
refuse collection from public reserves and street litter bins and the cost of monitoring the overall rubbish collection activity and any refuse costs not covered by way of user charges;
Auckland regional museums’ levies;
a portion (see also Uniform Democracy & Development Charge) of democratic processes and district development costs, including forward planning, tourism and economic development;
Civil Defence;
General Council Management;
Environmental and Regulatory
Management (including building control, health &
licensing and resource management) in so far as not
covered by user charges.
Transport Rate: The transport rate is obtained from
a rate-in-the-dollar charge based on land value. The transport rate income is
used for the construction and maintenance of the district’s road network.
Stormwater Rate:
A rate on all rateable land based on land value at different rates in the
dollar of land for different categories of rateable land to produce $3,183,000
(excluding GST) in the Hibiscus Coast and $2,130,000 (excluding GST) in the
Rural & Townships Area. The relationship between the rates set on rateable land
in each different category is as outlined in the table above. These rates fund
all costs, not met from other sources, of the stormwater network within each
financial division.
Uniform Democracy & Development Charge: A uniform
rate per separately used or inhabited part of a rating unit to fund a portion
(see also General Rate) of democratic processes and district development costs.
Democratic Processes includes communicating, involving and Consulting with
Rodney’s people. District Development includes forward planning, economic
development and tourism.
Civic Amenities: A
uniform rate per separately used or inhabited part of a rating unit.
The civic amenities rate income is used to finance the recreational and civic
needs of the people residing in, or visiting, the District and to manage public
facilities, foreshores and waterways. This includes libraries, reserves, public
conveniences, foreshores/waterways, community
centres/public halls and leisure centres so far as they are not funded from user
charges.
Wastewater Utility Charge: A uniform rate per
separately used or inhabited part of a rating unit to fund depreciation and
interest costs related to sewerage works in the relevant area.
Wastewater Utility Pan Charge: A uniform rate per each
pan/urinal within a rating unit, except that each residential rating unit
occupied by a single family will only be charges one pan/urinal/rate, to fund
the operational costs of the public sewerage system.
Water Supply Utility Charge: A uniform rate per
separately used or inhabited part of a rating unit to fund depreciation and
interest costs related to waterworks in the relevant area.
Araparera Forestry Rate: This rate
is obtained from a rate-in-the-dollar charge based on land
value. to fund the Councils share of the Joint Venture
Costs of managing the Araparera Forest. Council’s share of the profits when the
trees are harvested will be used in the rateable area to upgrade rural roads.
Orewa Mainstreet Rate: This rate is obtained from a
rate-in-the-dollar charge based on land value on commercial properties within a
defined area to fund the activities of the Mainstreet organisation, which is
responsible for the promotion and representation of the interests of businesses
within the commercial area of Orewa.
Fairhaven Walk Special Rate: to fund the
construction of a road that will give access to properties in Fairhaven Walk.
Water Rate: Charged per Cubic Meter – to fund the
operational costs of the waterworks in the relevant area.
Names and addresses of ratepayers are publicly available on the rating information database (RID). Every ratepayer has the right to request that this information be withheld, but this request must be in writing. We do not publish ratepayer names on the online version of the RID.
Ratepayers wishing to arrange that their names and/or postal addresses be withheld should write to the Council Rates Department at Rodney District Council, Private Bag 500, Orewa 1330. Your written notification will ensure your name and/or postal address details are excluded from the publicly accessible RID of the Rodney District Council.
Please do not insert the notice in the reply paid envelope with rates payments. These are sent direct to the bank processing centre and we may not receive your request.
