Civil Defence advice

Disasters can strike at any time and often without warning.

Know what to do before you have to do it.

Remember if there is an emergency, the chances are you will get information first and fastest on radio and television, so keep listening. The same emergency information will be broadcast on all stations.

At Home

Your Emergency Plan

Develop a household emergency plan which includes:

  • Where to shelter in an earthquake, flood or storm.
  • Who is responsible for checking essential items in your Emergency Survival Kit.
  • How to turn off gas, water and electricity at the mains.
  • How to maintain contact with each other during an emergency.
  • How to contact your local civil defence organisation for assistance during an emergency.

Some other useful advice:

  • Know the local Civil Defence warning system.
  • If possible, know the location of your nearest Civil Defence or Community Emergency Centre (normally the nearest state Primary School).
  • Learn first aid. Contact your local Red Cross or Order of St John Office for information on courses.
  • Learn how to control small fires and escape larger ones.
  • Have a small bag ready for your Getaway Kit.

In your Street

Join or form a neighbourhood support group.

You and your neighbours will have skills and resources that can be vital in an emergency. Start discussing today what you can do to assist each other and set up a support group.

Your Emergency Survival Kit


If you prefer to keep your Emergency Survival Kit items in the house for everyday use, make sure you know where to find them when an emergency occurs.

Your Kit should contain:

  • Food and water – enough for 3 days.

- Canned or dried food
- A can opener
- A primus or BBQ to cook on
- Bottled water (3 litres per person per day)
- Check and renew the food and water every 12 months.

  • Emergency items

- First Aid Kit and essential medicines
- Spare toilet paper and plastic rubbish bags for your emergency toilet
- Pet supplies
- Waterproof torches and spare batteries
- Radio and spare batteries
- Check the batteries every three months.

  • Emergency clothing

- Wind proof and rainproof
- Sun hats
- Blankets or sleeping bags
- Strong shoes for outdoors

  • Supplies for babies and small children

- Food and drink
- Change of clothing
- Favourite toy or activity

  • Special supplies for those with disabilities

- Hearing aids
- Mobility aids
- Glasses

Your First Aid Kit

You should have a complete First Aid kit available in your home. If you can't get a complete one or would prefer to make one up yourself, the following list is recommended by The Order of St. John as a minimum guide suitable for families:

  • Triangular bandages (2)
  • Roller bandages - 50 mm (1 roll) and 75mm (2 rolls)
  • Sterile gauze - 7.5cm x 7.5 cm (2)
  • Adhesive wound dressing - 6cm wide x 1 metre long (1 strip)
  • Plaster strip dressings (1 packet)
  • Adhesive tape - 25 mm hypoallergenic (1 roll)
  • Sterile non-adhesive pads - small (2) and large (3)
  • Sterile eye pad (1)
  • Eye wash container (1)
  • Eye wash solution - saline steritube 30 ml (1)
  • Antiseptic solution - chlorhexidine steritube 30 ml (4)
  • Safety pins (1 card)
  • Scissors (1 pair)
  • Splinter forceps (1 pair)
  • Disposable gloves (2 pair)
  • Accident register and pencil
  • First aid manual
  • Card listing local emergency numbers

Your Getaway Kit

Everyone should have a small bag for a Getaway Kit, ready for evacuation. Most of the items are part of your Emergency Survival Kit. Other items include:

  • Family documents (birth/marriage certificates, drivers' licences, passports, family photos and insurance policies.)
  • Personal hygiene items (towels/soap & toothbrushes, and a change of clothes).

     

Free text-based Civil Defence notification scheme

Rodney residents have the option of notification of civil defence emergencies sent direct to their mobile phones. This is a service provided by the Rodney District Council and Auckland-based communications provider OPTN Limited.

The service is free. However, mobile phone users will have to register their numbers to have the service provided. There will be a small one-off charge of 50 cents if registering by text.

The new service is based on an existing texting product provided by OPTN, but has been modified for emergency alerting purposes specifically for Rodney.

At this stage the messaging service will be activated only in the event of a tsunami, an impending localised emergency such as a cyclone, or when a Civil Defence Emergency is likely to be declared.

The only costs to the subscriber are a one-off 50 cent registration fee if registering from their mobile phone, and a 50 cent deregistration fee.

Registration can be made by texting OPTNRDCD to 2678.

Alternatively registration is FREE by signing a permission form available at Rodney District Council Offices in Orewa, Warkworth, Helensville, and Huapai, and you can also deregister by calling 0800 OPTN4ME (0800 678 6463).

Rodney District Council Civil Defence Plan

The objectives of this CDEM Local Plan are:

  • To describe the basis of the provision of the discrete and local CDEM activities (as outlined in Section 17 of the CDEM Act 2004) within the Rodney District.
  • To identify and secure the means of ensuring that the Rodney District Council is able to function to the fullest possible extent during and after an emergency.
  • To document the arrangements for a transition to control by the Group Controller should an emergency become a regionally significant event.
