Introduction

Parakai Recreation Reserve is situated in the heart of Parakai and comprises approximately 18.27 hectares of land. It is classified as Recreation Reserve.

The western part of the Reserve has been developed over the last century with recreational facilities and buildings. This part of the reserve also includes a large number of established trees and palms. Low lying land to the east is relatively undeveloped and includes grazed areas and an extensive mangrove habitat. The majority of the reserve is leased by the Parakai Springs Complex. 

Many of the recreational facilities within the Parakai Springs Complex appear run down and there is a strong desire amongst the community that they be revamped. This issue requires further discussion between Council’s Property Manager and the Lessee.

The Parakai Licensing Trust has been working with the Council on a proposal to build a skate park in the ‘picnic area’ of the reserve. The Trust has gained the support of the public and the Parakai Springs Complex Ltd for the proposal and has agreed to pay for construction works. An appropriate plaque will be mounted on the structure to note the Trust’s contribution to the project. Additional features including seats, picnic benches and a low bollard boundary fence are proposed to complement the skate park development.

The area of land not covered in the lease comprises a small ‘mangrove island’ at the edge of the Kaipara River. This part of the reserve should be left in its natural state and managed to preserve existing ecological qualities.

Public consultation

The Parakai Recreation Reserve Management Plan is being reviewed. A Draft Plan was made available for public submissions. The deadline for submissions was 19 March 2004.

Submissions were heard at the Community and Environment Committee meeting on 20 May 2004. Details of that item plus a summary of the submissions received, can be downloaded and viewed below.

The Draft Plan supports ongoing discussions between the Council and the existing lessee, Parakai Springs Complex Ltd, regarding improvements to the existing hot pools complex. It also includes a proposal to allow the Te Kainga o te Reo Trust to develop cultural, tourist and educational activities on the reserve and to revise as necessary the existing pools complex lease. The other main proposal is to support a community initiative to develop a skate park facility in a suitable area of the reserve.
